Information for International Applicants
The Ohio State University works to provide global access to its online degree and certificate programs. While we carefully track issues related to international authorization and licensure, it is a student’s responsibility to understand requirements related to whether an online degree or certificate will be recognized in a country other than the United States, how the collection of student data may be used in another country, and whether withholding taxes (in addition to the price of tuition) will apply.
Some countries may not formally recognize foreign online degrees and certificates, which may have implications for students who later seek to enroll in other educational programs, or for those who seek employment with that country’s government or other employers requiring specific credentials.
If you’re considering enrolling in an online program that leads to a professional license, contact the appropriate professional licensing board in your country of residence or the country where you intend to work in order to determine whether an online degree or certificate from Ohio State will be recognized.

If you live outside Ohio and are considering enrolling in an online program that leads to a professional license, we highly recommended that you contact the appropriate state licensing agency in your state or the state where you intend to work to seek the most up-to-date information about state licensure requirements before beginning the program. Ohio State makes every effort to ensure licensure information is current; however, licensure regulations are frequently revised.

Minnesota Office of Higher Education
The Ohio State University is authorized to operate in Minnesota through mutual participation in the State Authorization Reciprocity Agreement (SARA). Ohio State's approval for institutional participation in SARA was granted by the National Council for State Authorization Reciprocity Agreements (NC-SARA) on September 22, 2015.
Professional Board Licensure
Minnesota Board of Nursing
Ohio State may offer the online Bachelor of Science in Nursing degree completion (RN-BSN), Nursing in School Health Services Certificate, or Nurse Educator Certificate programs to students located in Minnesota.
The Board requires remote faculty overseeing a clinical experience to be licensed in Minnesota. The College of Nursing is not able to meet the Board's requirement for remote clinical faculty to be licensed in Minnesota at this time. Therefore, Ohio State is not offering the online MS in Nursing, Doctor of Nursing Practice, or Nurse Coaching Graduate Certificate programs to students located in Minnesota.
The online School Nurse Professional Pupil Services Licensure Certificate, School Nurse Wellness Coordinator Certificate, or Registered Nurses in Primary Care Certificate programs are not available to students located outside Ohio at this time.
Completion of the online CCNE-accredited MS in Nursing program, or the MS portion of the online BSN-DNP program, meets educational requirements to sit for national specialty certification in the chosen advanced practice specialty track and to apply for an APRN license in Minnesota.
Completion of the Clinical Nurse Leader (CNL) specialty track of the online MS in Nursing program meets educational requirements to sit for national CNL certification. A CNL is not prepared as an APRN.
Completion of the online Nurse Coaching Graduate Certificate program prepares individuals who hold a baccalaureate degree in nursing and meet other requirements to seek certification as a Nurse Coach Board Certified (NC-BC) from the American Holistic Nurses Credentialing Corporation.
Completion of the online Nurse Educator Certificate program prepares nurses with master’s or doctoral preparation to take the national certification exam to become a Certified Nurse Educator (CNE).
Completion of the online School Nurse Professional Pupil Services Licensure Certificate program is designed to prepare Ohio RNs who hold a bachelor’s degree to meet requirements for a School Nurse Professional Pupil Services License issued by the Ohio Department of Education. Ohio State has not determined whether the program meets school nurse licensure requirements in states other than Ohio.
Completion of the online School Nurse Wellness Coordinator Certificate program is designed to prepare Ohio RNs who hold a master’s degree and a current Ohio School Nurse Professional Pupil Services License for endorsement through the Ohio Department of Education as a School Nurse Wellness Coordinator. Ohio State has not determined whether the program meets School Nurse Wellness Coordinator licensure requirements in states other than Ohio.
Minnesota Board of Dentistry
The online BS in Dental Hygiene program is designed for licensed dental hygienists who have earned an associate degree or certificate from a CODA accredited program. The online Master of Dental Hygiene program is designed for licensed dental hygienists who have earned a bachelor’s degree. These programs do not lead to an initial or additional license.
The Minnesota Board of Dentistry requires post-licensure dental hygiene programs to be CODA accredited but does not approve programs. Ohio State's online dental hygiene programs are CODA accredited. Therefore, Ohio State may offer those programs to students located in Minnesota.
Minnesota Professional Educator Licensing and Standards Board
The Minnesota Professional Educator Licensing and Standards Board does not require approval of online out-of-state educator programs. Therefore, The Ohio State University may offer the online Master of Learning Technologies, Master of Arts in Art Education, Associate of Arts in Early Childhood Development and Education (ECDE), and Core Practices in World Language Education programs to students located in Minnesota.
The online ECDE program leads to Associate Licensure in Pre-Kindergarten Education and prepares completers to teach in childcare, pre-schools, and pre-K programs within a school district in Ohio. Minnesota does not offer an equivalent associate pre-K license. A bachelor’s degree is required for pre-K teacher licensure in Minnesota. However, the online ECDE program could qualify completers for other early childhood roles in Minnesota of all other criteria are met.
The online Master of Arts in Art Education, Master of Learning Technologies, and Core Practices in World Language Education programs are not designed to lead to initial or additional teacher licensure.
Minnesota Board of Social Work
Ohio State may offer the online CSWE-accredited Master of Social (MSW) program to students located in Minnesota.
Completion of the online MSW meets educational requirements to apply for a Master’s prepared Social Worker license in Minnesota.
Minnesota Department of Health (Radiologic Sciences)
The Ohio State University's online AS to BS in Radiologic Sciences degree completion program is designed for individuals who hold an Associate of Science degree and are certified by the ARRT, NMTCB, or ARDMS. The online AS to BS in Radiologic Science and Therapy degree program prepares completers for the AHRA Certified Radiology Administrator credential exam, but does not lead to an initial or additional license in Minnesota.
The Minnesota Department of Health does not require approval to offer the online AS to BS in Radiologic Sciences degree completion program to students located in Minnesota.
Medical Laboratory Science
The Ohio State University’s online Medical Laboratory Technology (MLT) to Medical Laboratory Science (MLS) degree completion program is designed for individuals who hold an Associate of Science degree in Medical Laboratory Technology and ASCP certification as a Medical Lab Technician. Completion of the online MLT to MLS program meets educational requirements to sit for ASCP MLS certification via Route 2; however, students must also complete a clinical laboratory experience requirement for ASCP MLS certification. Minnesota does not require state licensure or certification to be employed as a medical laboratory scientist in Minnesota.
Minnesota Board of Pharmacy
The online Master of Science (MS) in Pharmaceutical Sciences with a Specialization in Health System Pharmacy Administration (HSPA) program is designed for individuals who are licensed pharmacists, or who are eligible for licensure as a pharmacist, in the state where the individual is located. The Minnesota Board of Pharmacy does not require approval to offer post-licensure programs. Therefore, Ohio State may offer the online MS in Pharmaceutical Sciences, HSPA program to students located in Minnesota.
