To qualify for this certificate, you must meet the following requirements:
- Bachelor’s or advanced degree
- Minimum 3.0 GPA
For your application, you will be required to submit:

- If your GPA is below a 3.0, then one letter of recommendation is required for consideration

Negotiation skills have been identified as critical for effective, successful public management and leadership. This course explores the major concepts and theories of negotiation to improve negotiation skills. Through readings, role play exercises and class discussion, students develop an understanding of individual negotiation styles, core approaches to negotiation and dispute resolution, how to negotiate with multiple parties and to increase confidence in individual negotiation skills.
This course provides opportunities for managers to identify common biases and logical fallacies in decision-making and employ skills and techniques to compensate for them.
Introduction to international standards and methods for project management (PM); the application of tools, the basic, ancillary, and “soft” skills for successful PM; public sector challenges; and strengths/limitations in a complex organic environment.
Performance Management has been used by the private sector for decades, but is now being adopted at all levels of government as a management tool to help government organizations become more effective and efficient. This course will provide students with an understanding of performance management principles including how to create useful performance information, how to use performance data to manage operations, how to use performance information to develop more effective employees, and how to use performance information to make financial decisions.
The purpose of this course is to provide students with an integrated strategic perspective on the management and leadership of public sector organizations. In the course, we adopt the viewpoint of an upper level manager – an individual charged with diagnosing complex situations and resolving them in ways that enhance organizational performance. We will focus on how public managers can position their organizations to achieve desired program outcomes through fundamental strategic management techniques.
Upon completion of the course, students should understand that public officials have the responsibility to ethically acquire goods and services at the local, state and federal levels to meet the public’s needs in a cost-effective manner. This requires an understanding of basic procurement principles, legal authorities, socio-economic considerations, and various procurement methods available to accomplish these responsibilities. This course provides students with practical knowledge regarding contracting for goods and services, techniques to ensure successful outcomes, and a perspective on public procurement policy and issues, providing students an understanding of the government procurement process from both the government and private industry perspectives.
